1. Increase the minimum wage to bring it in line with the living wage. The Government should review the Minimum Wages Order at least once every two years, as provided for under the National Wages Consultative Council Act 2011 (Act 732).

2. Save the public healthcare system and stop the privatisation of healthcare services. Oppose cuts in government spending on healthcare services. The Government should build more public hospitals and impose a moratorium on the construction of new private hospitals for the next five years. The Government should strengthen the public healthcare system by increasing the public health budget, rather than relying on funding through privatisation.

3. The Government must control house prices and rental rates. The Government needs to increase the construction of quality public housing programmes (PPR) and affordable housing. The Government should take take greater responsibility for the maintenance and upkeep of low-cost flats.

4. Protect and strengthen food security. Stop the threat of evictions against farmers and livestock breeders. Prioritise small-scale food-producing farmers through targeted subsidies, price guarantees and access to agricultural land. Amend land laws to protect farmers, livestock breeders and the Orang Asli. Existing agricultural land used for food production should not be converted to other uses. Abandoned land or reserve land should be allocated to farmers who are able to cultivate it. The Government should reduce dependence on imported vegetables.

5. Improve public transport services in both urban and rural areas immediately. The Government should limit the construction of new highways and increase investment in public transport. Such investment should focus on improving public transport services, first-mile and last-mile connectivity, as well as implementing and enforcing a wider network of dedicated bus lanes. Fund the public transport system with savings from the reduction of petrol subsidies. Withdraw support for private electric vehicles (EVs). The relevant authorities should protect the safety of pedestrians and motorcyclists.

6. Increase taxes on the rich and corporations, with the corporate taxes collected used for the benefit of the people. The Government should implement a more progressive taxation system to reduce inequality in the distribution of wealth, by introducing inheritance taxes, wealth taxes and taxes on second homes or vacant home tax.

7. Control the prices of basic goods. 

8. Implement free education from preschool to the first degree. Oppose cuts in government spending on public education. The Government should implement a free breakfast programme in all primary and secondary schools. The Government should abolish National Higher Education Fund Corporation (PTPTN) debts and lift travel ban imposed on PTPTN borrowers. Institutions of higher learning (IPTs) should not offer programmes/courses that have no employment prospects and do not contribute to the development of human values. The Ministry of Education Malaysia is encouraged to introduce subjects or educational modules on combating corruption in primary and secondary schools to cultivate a culture of integrity from a young age.

9. Uphold the rule of law and judicial independence. The Government must reform the judicial system and ensure that the process of appointing judges is conducted independently, transparently and without political interference.

10. Enhance the integrity and accountability of public institutions. Cabinet ministers and government administrative officers should not be allowed to engage in share-trading activities. Abolish the current practice of allocating Constituency Development Funds solely to government-elected representatives, and enact laws to ensure transparency in the use of public funds.

11. Enact a law that requires all election candidates to publicly declare their assets through a standardised asset declaration system overseen by the Election Commission and easily accessible to the public, to ensure that elections are conducted freely and transparently and enable voters to make informed choices.

12. The Government should strengthen enforcement of the Employment Act and action against employers who violate the law, by reviewing and amending the Employment Act to strengthen penalties against employers who violate employment laws, including failure to pay wages, discrimination, exploitation of workers and other violations of workers’ rights. The Government must also ensure more effective enforcement through appropriate fines, penalties and prosecution, so as to serve as a deterrent to employers while ensuring justice and the welfare of all workers in Malaysia. The Labour Department should take more immediate enforcement action against employers who fail to pay wages and impose penalties for late payment of wages.

13. Abolish the contract system for permanent jobs.

14. Eliminate discrimination against gender minorities. The Malaysian Government should abolish the criminalisation of cross-dressing and review legal provisions that have a discriminatory impact on gender minorities. The Government should also ensure every individual’s right to fair and equal employment opportunities without discrimination based on gender identity or expression, and strengthen efforts to combat stigma and unfair treatment that affect access to employment, services and participation in society.

15. Strengthen local democracy by restoring local government elections. The Government should empower local residents in housing areas by ensuring their participation in decision-making processes concerning how their residential areas and surroundings are planned and developed. The Government should establish residents’ committees in every residential area, including areas that are not gazetted, and provide community hall facilities for residents to hold meetings, discussions, assemblies, public events and other activities.

16. The Government should review the mechanism for household income classification (B40, M40 and T20) so that it more accurately reflects the cost of living and current economic realities.

17. The Government should expand the implementation of “Making School Streets Safer” nationwide, prioritising children’s safety through the implementation of a 30 km/h speed limit in school areas, safer pedestrian crossings and cycling routes to reduce the risk of accidents around schools.

18. The Employees Provident Fund (EPF) should tighten enforcement against employers who fail to make employees’ contributions as required by law. EPF contributions by employers must be made from the first month of employment and must not be deferred for several months.

19. Stop all development that is unsustainable, unfair and unbeneficial to local communities.

20. Stop the United States-Israel war against Iran. The Malaysian Government should reject the presence of the United States Ambassador in Malaysia until the war against Iran is ended and the Israeli government stop oppressing the Palestinian people.

21. End the sanctions against Cuba.
