(This is a joint memorandum handed over the the Prime Minister’s Office on 17 March 2026.)
We, the undersigned organisations, are deeply concerned over Washington’s tightening blockade on Cuba.
The United States has imposed a fuel blockade on Cuba since January 2026, by threatening additional tariffs on imports into the US from countries that directly or indirectly supply oil to Cuba. The imposition of fuel blockade has caused more hardships to the people of Cuba, who are experiencing shortage of fuel, electrical blackouts, disruption of basic services, etc.
The tightening blockade on Cuba is the latest attempt of the imperialist US to suffocate the people of Cuba with the aim of regime change in the island country. The US has maintained an embargo on Cuba for over six decades, and consistently tried to crush the country, because Cuba after the Revolution of 1959 is always seen as a threat to the interest of US imperialism.
Cuba is one of the victims of reckless and bullying actions by the imperialist US towards nations that do not align with its interests. The illegal attack on Venezuela and the kidnapping of its President together with the First Lady, and the brutal war on Iran, show the world that the imperialist US is the real threat to world peace and humanity. Whereas Cuba represents the opposite.
The resistance of revolutionary Cuban people against US imperialism, to preserve their independence, the sovereignty of their country, and their right to self-determination, represents the struggle of the people worldwide for emancipation, sustainable peace and social justice. The unparalleled Cuban medical internationalism that benefited millions of people across the Global South, has served as the bastion for solidarity and humanity worldwide.
Despite the geographical distance, since Malaysia and Cuba established diplomatic relations in 1975, both countries have forged close cooperation in many areas, e.g. health, education, culture and multilateral diplomacy. Although being embargoed by the US, the Cuban government has provided full scholarships to Malaysian medical students to study at the Latin American School of Medicine (ELAM) in Havana.
This is the time for Malaysia, a close friend of Cuba, to show solidarity in concrete terms with Cuba. Cuba has helped many; this is the time to help Cuba back.

We call upon the government of Malaysia to:
- Send Malaysian oil tankers to Cuba to alleviate the shortage of fuel in the country;
- Initiate a resolution in the United Nations to demand an end to the fuel blockade and the six-decade-long US embargo on Cuba;
- Coordinate international humanitarian aid through the United Nations;
- Boycott the US arms industries;
- Withdraw immediately from the Malaysia-US Agreement on Reciprocal Trade (ART);
- Expel the US ambassador to Malaysia and recall the Malaysian ambassador to the US until the US stops its war on Iran and unilateral coercive measures against countries like Cuba.
