The 27th National Congress of the Parti Sosialis Malaysia (PSM) was successfully held on 25-27 July 2025 in Kuala Kangsar, Perak. The 3-day Congress was attended by around 150 delegates and observers.
There were two forum sessions held during this year’s Congress. One of the forums was focused on the role of youth in building the Third Force in Malaysia, with speakers from the representatives of Pemuda Sosialis PSM, Angkatan Kesatuan Siswa Sosialis (AKSI) and the University of Malaya Association of New Youth (UMANY). The discussion was centered around the needs for the youth to build a third force, class analysis, and problems of the University and University Colleges Act (AUKU).
The second forum was around the question of PSM’s electoral strategy, with presentations from the National Treasurer of the PSM Soh Sook Hwa, political analyst Wong Chin Huat and Chairman of MUDA Perak VKK Rajasekaran. The discussion highlighted the role of PSM in building a third force while also focusing on attracting voters who are fed up with the two main coalitions and hesitate to vote.
There were 19 motions being brought up by the delegations to the National Congress, with only 7 motions being passed, and the rest were either rejected or withdrawn by the branches that proposed the motion after heated debates in the National Congress.
On the third day, the National Congress of the PSM passed a 21-point resolution to put forward demands to the Malaysian MADANI government. PSM urges the MADANI government to take into account seriously the resolutions of the National Congress of the PSM, and take necessary steps.
The National Congress of the PSM ended with spirited chants of “Third Force, Our Force!”, the theme of this year Congress.

Resolutions of the 27th National Congress of the PSM
27 July 2025, Kuala Kangsar
- The MADANI government must implement a Pension of RM500 per month for all citizens who are aged 65 years and above.
- Defend the public healthcare system and improve the quality of public healthcare services to all by:
- Increase the allocation for the public healthcare sector from only 3% of GDP currently to 5% of GDP as recommended by the World Health Organization (WHO).
- Do not outsource public healthcare services to the private sector.
- Do not allow the withdrawal of Employment Provident Fund (EPF) savings to pay for private healthcare insurance.
- The government must build affordable housing with prices below RM100,000 so that the B40 group can buy houses.
- The government must control the price of basic goods by taking effective steps to ensure prices of all basic daily needs are within the range that the B40 group can afford. This includes not stopping the petrol subsidy.
- The government must have a clear policy and take firm action to protect the food security in Malaysia. To achieve this goal, the following steps must be taken:
- Stop the evictions of food-producing farmers and livestock breeders, and keep the existing agricultural land.
- Provide aid to small farmers and breeders to ensure the continuity of their agricultural activities.
- Provide feed subsidies to address the problem of rising cost of feed.
- The government must stop privatization of education, and provide high quality free education for all until higher education level. The government must abolish National Higher Education Fund Corporation (PTPTN). The education system should be reformed so that it prioritizes authentic learning over academic results. In addition, the government should offer extra classes for neurodivergent students, such as autism and attention deficit hyperactivity disorder (ADHD) in government schools. The government must also establish a price cap on tuition fees in private universities.
- The government must create jobs in environmental conservation, care work, agriculture, and plantation. At the same time, the government must reduce the dependency on migrant workers in the national economy.
- Abolish the contract system in the employment of workers in government premises.
- Abolish draconian laws that restrict democratic space, e.g., the Sedition Act 1948, the Security Offences (Special Measures) Act 2012 (SOSMA), the Printing Presses and Publications Act 1984, etc.
- The government needs to implement several institutional reforms immediately, such as implementing the division of power between the Attorney General and Chief Public Prosecutor, barring the Prime Minister from holding other ministerial positions in the cabinet, and improving the condition in prisons and detention centres.
- The government must uphold a progressive taxation system. Increase the corporate tax. Abolish the Sales and Services Tax (SST) for basic necessities. Taxes collected from data centres should be channelled to SOCSO and the environmental rehabilitation fund.
- The government must allow workers union to be involved in politics, including donating funds, expressing support publicly and campaigning for election candidates.
- Defend the rights of all workers. The government must ensure all workers, including undocumented migrant workers, have access to justice to claim their rights as workers. The right of a migrant worker as a worker should be prioritized before he or she is tried and punished for immigration offences.
- The government must regulate the use of new technology like artificial intelligence (AI) in big corporations, mass media and government-linked corporations (GLCs), and organize more awareness campaigns regarding online scams and issues related to AI ethics, with campaign materials in all languages in order to reach out to all layers of society.
- Data centers should be regulated and their construction must obtain the approval of an environmental impact assessment (EIA). The government must monitor the usage of energy and water by data centers to ensure the usage is within the range of sustainability for the surrounding communities, and enact specific laws to regulate the construction, maintenance and operation of data centers.
- The government needs to amend the Domestic Violence Act 1994 to cover intimate partner violence, and raise awareness about the dangers of persistent hateful and misogynistic social media content and sharing.
- The government must recognize and gazette the customary lands of the indigenous communities.
- The government must restore local democracy by reinstating local government elections. The government must review the MyKiosk hawker stall rental program under the Housing and Local Government (KPKT) which does not benefit the ordinary people, and develop alternatives through discussions with the hawkers involved. Each local council should build a sports center with rental costs below market rates.
- The government must improve public transportation and road safety by taking several steps as follows:
- Take strict enforcement action immediately against transport companies that violate safety regulations (such as using the right lane on the highway, overloading, exceeding the speed limit, etc.).
- Enact a law that requires every manufacturer, importer and logistics company to install speed limit devices on lorries and buses.
- Reform the Computerized Vehicle Inspection Center (PUSPAKOM) so that it is more efficient and effective.
- In an effort to improve the safety level of the public transport system, the government should make the welfare of workers such as drivers the main pillar of improvement efforts.
- Improve the highway construction planning process to protect wildlife from death due to collisions with vehicles on the highway.
- Conduct more road safety campaigns to increase public awareness and reduce road accidents.
- The government should provide free parking to all senior citizens aged 60 and above.
- The government must commit to speaking out to stop the genocide against the Palestinian people. This also includes rejecting the presence of the US ambassador in Malaysia until the genocide in Palestine is stopped. In addition, the Malaysian government must lead efforts to hold a conference of Global South countries, such as the Bandung Conference, to create international solidarity against western imperialism.
